Do you need to know permutations and combinations for the harder questions on the SAT?

No. Certainly, if you do know them, you might find an occasion to use them once in a while, but you will never need them. That’s because on the SAT, all counting and probability questions use small enough numbers that they can be solved with simple listing or drawing.
